Heat a large skillet over medium high heat. Add the ground turkey, minced garlic and ginger to the pan and cook until no longer pink (temp 165 degrees F) . Add the cabbage, carrots, and green onions (reserve a tablespoon or so for garnish). Cook for about 2 minutes, just until cabbage starts to wilt. Add the soy sauce, sesame oil, lemon zest, and lemon juice and stir to combine. Remove from the heat and stir in cilantro; set aside. Carefully remove individual leaves from the head of lettuce; spoon turkey mixture into the leaves, garnish with green onion and serve.
